In late 2013 a detailed EIS was exhibited for the Project. Following an agreement with Yancoal Australia to enable coal from the Rocky Hill Coal Project to be processed and despatched from Yancoal's neighbouring Stratford Mine, the 2013 EIS was amended to reflect these and other changes that resulted in improved outcomes for the Project and community. The EIS for the amended Rocky Hill Coal Project was submitted to the Department of  Planning and Environment in mid 2016.

The amended EIS for the Rocky Hill Coal Project was placed on public exhibition between 17 August 2016 and 14 October 2016, during which time, State Government authorities, Councils, community groups and members of the public had an opportunity to make submissions on the Project or seek clarification on any aspect of the proposal.

A Response to Submissions (RTS) received during the public exhibition phase was submitted to the Department of Planning and Environment.

In October 2017, the amended development application and EIS was referred to the Planning Assessment Commission, as delegate for the Minister, for determination and, on 14 December 201,7 the Commission determined the application by refusing consent. On 19 December 2017, GRL filed an appeal in the Land and Environment Court (L&E Court) against the refusal and, following a three-week hearing in August 2018, on 8 February 2019 the Court determined to refuse the application for consent. In March 2019 GRL filed a Notice of Intention to Appeal the L & E Court decision but on 8 May 2019, announced that it had decided not to pursue its appeal options through the NSW Supreme Court, Court of Appeal, and that the Rocky Hill Coal Project would not proceed.
